Hate Crimes legislation is un-necessary to the pursuit of justice; it's only purpose is to serve as an entry point for prosecution based on matters of conscience that the founders said the state should not be involved with. I will say that "free expression" is widely construed to engender all first amendment protections, so that change does not concern me. Still, it's clear that homosexual rights activists desire to see "hate crimes" legislation evolve into "hate speech" legislation similar to what exists in Canada. "Hate Crimes" legislation seeks to limit God given rights to thought and speech, and really has little to do with either "hate" or "crimes." Excellent article.
